Meeting House – Preserve & Revitalize Project – MEETING-NOTES

Call to Order at 2:05 by David C.
2. PHASE 1
Status: Rebecca Arnold and Sandy G. spoke on the phone on Monday Sept 11,2023:
Rebecca A. is having a call on Wed 9/13 with Lisa Papazian and Jenna Lapachinski.
Lisa P. will complete the section106 piece. The question still remains…when?
Rebecca is in communication with both Steve O’Mally-Efficency VT and Jenna L regarding the insulation
issue.
Rebecca is attending an all-day seminar today (which is why she cannot Zoom into this meeting) on
Historic Preservation and Efficiency. Topics to include; retro-fitting historic buildings, accessibility
(Chap43) etc.. Our project will surely benefit from this.
Funding:
$150,000 Tax dollars – In Hand
$100,00 Bruhn Grant – Reimbursable grant funds
$100,00 ARPA – Funds allocated by Town
$ 30,000 Privately raised to date by South Hero Foundation (SHF)

Total $ 380,000
Note: Current balance in SHF account is $34,813 reported by Pamela Surprenant, Treasurer SHF.
Timeline:
Vermont Heavy Timber submitted a proposal for the in-depth inspection and conditions assessment of
the South Hero Meeting House, 09/11/2023. For the purpose of finding as much defect and allowing for
the most comprehensive planning as possible, we (VHT) propose a thorough conditions assessment.
This would include taking off sheathing where necessary to inspect as much framing as possible. Our
hourly rate is $85, and this includes travel and report writing. We will provide a proposal for the
restoration work and a full accounting of defect, as well as provide direction for restoration work. We will
cap this cost at $850, even of it takes us a bit more time than 10 hours for the work. Miles Jenness-VHT,

Motion to approve by David C., seconded by Michael C., the vote was unanimous.
Anne Z., Michael C. and Pamela S. will meet this Saturday Sept 16, 2023 with the Grannies on the front
steps of Granny’s Attic at 8:45 AM for a brief meeting to inform them of what needs to happen etc. As
soon as the date/time is confirmed through Sandy G. all will be informed and arrangements made to pick
up the keys & fobs from Judy D. in the morning and return them to Judy D. at the end of that day. (Note:
email sent by Sandy G. to Grannies & Cmte members 9/13).
3. Grants Report – Mary Harwood
• FY2023-2024 Building Communities Grants Program has been funded
• Mary will be submitting an application on “Timber-Framing” historic restoration of 1816 SHMH.

• Vermont Heavy Timber will supply an estimate for Phase 1 Timber Framing costs in time to meet the
October 2 deadline.
• This grant is a match grant: Grant funds = $20,000 + Town match of $20,000 = Project total $40,000
4. Public Comment & Announcements;
• Arnold & Scangas Invoice #23.05: Phase 1 Design – Paul Bruhn Grant $14,740.00 for the
period February 1,2023 through August 31,2023: Motion to approve the invoice for payment by the
Town by Michael C. and second by Sandy G.. The vote was unanimous.
• Arnold & Scangas Invoice #23.06: Phase 2 Design – Restoration & Weatherization $2,405.00
for the period May1,2023 through August 31,2023: Motion to approve the invoice for payment by
the Town by Sandy G. and second by Michael C.. The vote was unanimous.
• Harwood Consulting, Mary Harwood Invoice #230, 9/5/2023 for $195 for the period June
20,2023 through 8/252023: Motion to approve the invoice for payment by South Hero Foundation by
David C. and second by Michael C.. The vote was unanimous.
