Called to order at 3:02 by David C.
Architect’s Report: Rebecca Arnold – Arnold & Scangas Architects, Inc. (A&S) reported
KAS update: Rebecca A. reported that Jeremy Roberts had still not received ay letter from the State
about our project.
General discussion followed about the Construction Administration Contract with A&S:
Contract will include professional fees to complete the project.
Will also include Bid terms, negotiations with bidders, and ultimately with chosen General Contractor
Meetings: 1x per week
Duration of project estimated at 36 weeks .
Engineering Ventures + DuBois & King (electrical engineers) @$9,500
Review shop drawings with responses.
Change orders
Review of payments
Punch list
Completion
Based on past projects, experience and 9 months project duration: $58,500.

Motion to approve payment by Michael C., seconded by Sandy G., the vote was unanimous.
Copies of the tree (3) invoices were marked as approved for payment, dated, and initialed by
Sandy G and slipped beneath Jim Julow’s closed office door.
• Slate Roof Update: Strong winds blew several slates off the NW corner of the roof. It was
brought to the Town’s attention by a member of Granny’s Attic. They blocked off access for safety.
The slates were examined by a slate roof expert and the situation revealed the nails had
deteriorated and broke. The course of action to correct this situation is all the slates will need to be
removed, solid slates will be reused, it is likely the wood below the slates will need to be removed
and new installed. The slates will be installed with copper nails to ensure a long life. This work will
take place under contract #2.
National Park Service (NPS) Review Status – Jenna Lapachinski-Preservation Trust Vermont
Jenna was not present. The Town has not received any update from the NPS. We are still
waiting for them to provide feedback on the 75% architectural documents. Rebecca A. said that
she expects some adjustment(s) will be requested…it is to be expected. Sandy G. will contact
Jenna L.
Financial Report: Kim Julow-Town Treasurer was not available.

Grant Status: Mary H. reported we are waiting for the NPS review. Sue A. stated that the Town is
current with the Northern Borders Grant Application. Mary H. mentioned at some point the Town will
need to update the Budget.
Foundation Report: Fund-raising continues. $52,496.68 in the account as of today.
Publicity & tabling: Resume after election
Old Business: Grannies have arranged with the Selectboard and Nate Hayward to locate 2 cargo
containers immediately next to the Red Building. They will be used for storage and retail for 2 years.
New Business:
• Brownfields – The possibility of the Meeting House site being deemed a Brownfields Site by the
State was discussed. In the meantime, Sue A, Town Administrator and Sandy G. have drafted
Eligibility Application #1 & Application #2 to for review by Greta Brunswick-NRPC
( https://www.nrpcvt.com/services-programs/brownfields/ ) . The Town should be ready to pull the
trigger on Brownfields grant funding applications. Additionally, the Town would be required to
enroll in BRELLA ( https://dec.vermont.gov/waste-management/contaminated-
sites/brownfields/BRELLA/brella-application ), the program for brownfield funding through the
Federal Government. Any grant requires a 20% Town match. A State Site Manager has been
assigned: Graham Bradley; and the site now has been assigned an ID #SMS 2024-5472
