Board Members Present: Jonathan Shaw, David Carter, and Sharon Roy at 6:45 Anne Zolotas
Board Members Not Present: Skip Brown
Others Present: Martha Varney, Administrative Assistant, Andy Macllwaine. Also see sign in sheet.
1. Called to Order:
-The meeting was called to order by Chairman Shaw at 6:30 pm.
David Carter made a motion to go into executive session on a legal matter. The motion was seconded, all in attendance so voted and the motion carried.
David Carter made a motion to come out of executive session at 7:10 pm. The motion was seconded all in attendance so voted motion carried. NO ACTION WAS TAKEN
The Regular meeting was called to order by Chairman Shaw at 7:11pm
2. Adjustment to Agenda:
-Under New Business Andy Macllwaine and the Zlotoff tax appeal was removed and the date of the meeting minutes to be approved was corrected from the 10th of September to the correct date of the 24th of September
3. Minutes:
– David Carter made a motion to accept the minutes of the meeting of September 24, 2018 as written. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
None
5. New Business:
A. Trash: NWSWD John Leddy, Executive Director, Bill Rowe, Chair of the committee and Jane Gauthier from Gauthier Trucking came to discuss the changes to the Trash Hauling Business and the price increases caused by the changes to recycling. They discussed changes that have taken place over the years and some options the Town could take to replace curbside pick-up.
1. Proposal to go out to bid.
2. Continue the way we are with curb side pick-up.
3. Individual containers. Call in when full.
The Select Board will discuss this issue again at their next meeting to hopefully get the word out about what the townspeople would like.
B. Trunk or Treat: Sandy Gregg representing the Fire Dept. Auxiliary requested the use of the Town Parking lot next to the school for October 31 from 4-6pm for Trunk or Treat. David Carter made a motion to allow Trunk or Treat. The motion was seconded all in attendance so voted motion carried.
C. Senior Housing: David Hobbs, Recreation chair and Robin Way, CIDER were present to inform the Select Board about Senior Housing project they have been working on for 14 years and would like the towns support. Cathedral Square Housing is working with them See attached information sheet.
6. Old and Ongoing Business:
A. Animal Control Officer:
Jim Benson from North Hero applied for the position of Animal Control Officer. He presently is Animal Control Officer for the city of St. Albans, and assistant Animal Control Officer for North Hero. He will present a proposal for the Select Board for to review for the November 22 meeting.
7. Administrative Assistant Report:
A. See the written report in Town Hall for all discussion points.
8. Other Business:
A. Sharon Roy made a motion to recommend Anne Zolotas to the State Health Department for a 3 year term as Health Office for the Town. The motion was seconded, all in attendance so voted and the motion was carried.
B. David Carter made a motion to sign order 19-06 and pay the bills associated with this order. The motion was seconded, all in attendance so voted and the motion was carried.
9. Adjournment:
-David Carter made a motion to adjourn 8:20 pm. The motion was seconded all in attendance so voted and the motion carried.
