Recreation Committee Meeting
Minutes

October 11, 2022 at 7 PM at the Town Hall

Present in Person: David Lane, Phil Scott, Jessica Jackson, Dylan Degree & Chuck Hulse. Present on ZOOM: Rosemary Zamore & Donna Boumin (guest). Absent: David Hobbs, Marion Palermo & Carol Tremble,

1. Meeting called to order at 705pm.

2. Adjustments to the agenda – none.

3. Minutes of the 09/27/2022 meeting were acknowledgment

4. Public input – none

5. Election of New Officers – David Lane was voted in as the new Treasurer. Rosemary Zamore was voted in as the new Secretary. President will be decided at the next meeting.

6. Community Park update – Nate Hayward will be speaking at the next Selectboard Meeting. Recreation Commission members are invited to attend.

7. Donna Boumin from the SHORE grant through VOREC introduced herself to the group. She is the grant coordinator who will be working with a variety of stakeholders to work to improve pedestrian and bike safety in South Hero.

8. Budget – The Recreation Commission will be going before the Selectboard on November 14th to propose the 2023-2024 budget. The budget should focus on monies need from programs and activities. Monies from the meals and beverage tax will start to be collected on January 1, 2023. 75% of those monies will go to Recreation Commission activities, but should not be included in the budget proposal.

Pump Track
Bike Racks
Beach – swings, grills, playground, maintenance, etc – Ideas from the last meeting were reviewed. Projects that can improve the beach with this years monies will be attempted. Otherwise, monies will be requested in the upcoming budget year. Decisions on maintenance issues will have to be negotiated between the Recreation Commission and the Highway Department.
Swim Lessons – There is the possibility that swim lessons for next year could be held at the Apple Island School and conducted by a certified swim instructor.
Volleyball
Dog Park
Fall / Winter activities – Planning has started for the Men’s, Women’s and Youth Recreation Basketball Program. As well as the Ski and Ride program at Smuggs.
Other activities – The use of “passes” from the library was discussed as a way of increasing recreational activities for residents.

10. Town Administrator – The Selectboard is considering hiring a Town Administrator. Part of that person’s role will be to help organize and coordinate Recreation Commission activities and programs. Members of the Recreation Commission are asked to create a list of possible activities that this person could perform.

11. Trails Subcommittee – No report.

12. Meeting was adjourned at 810pm.

Next meeting will be held on November 8 at 7pm at the SnowFarm Vineyard as the Town Hall will be conducting elections. A ZOOM link will be available.
