MINUTES OF A MEETING ON May 3, 2023

The chair called the meeting to order at 4:30 PM
The minutes of the April 3, 2023 meeting were approved. Moved by Bob Krebs, 2 nd by
Nate Hayward
Northern Borders Regional Commission (NBRC) grant status:
At the previous meeting the committee recommended the Selectboard submit a letter of
interest for an NBRC grant. A letter was submitted and the NBRC has invited the town
to submit a complete application for a grant to assisting in constructing Keeler Bay and
Village septic systems.
Bob Krebs (Nate Hayward 2 nd ) made a motion to apply for the NBRC grant. Yea: Bob
Krebs, Nate Hayward, Mitchel Richardson, Peter Zamore. Nay: Bob Buermann
Peter, Bob K, Nate, and Bob B will prepare the application for Selectboard approval.
Revised Otter Creek and Northwest Regional Planning Commission (NRPC) contract
agreements:
Otter Creek and NRPC support for unplanned activities have resulted in increased costs
for this feasibility study. They are requesting an increase in funding to support their
efforts for the additional test sites, additional archeological work, and additional project
management . The Otter Creek contract adjustment request is for an increase of $54,775
to a new total of $89,665. The NRPC adjustment request is for an increase of $9,320 to
a new total of $18,550. These increases should be covered by the existing state
revolving fund loan. The contract adjustments will be reviewed by DEC for clarification
then brought to the Selectboard for approval and submission to the State (Tom Brown)
for final acceptance.
Schedule revisions:
The test pit process has been revised so archaeological team can perform physical
clearing on the actual sites (original plan had been assuming a paper review). Plan is to
now to meet on site with the landowners to stake out locations, execute archaeological

clearances, and then test pit excavations.
Peter will attempt to find one or two common dates to group all the landowner site
visits.
Outreach status:
Dea has completed revisions to the project website with activities completed to date
and the schedule updates…check it out.

Next meeting will be May 22 nd to review and approve the revised contracts.
