Meeting House – Preserve & Revitalize Project

Called to order at 3:05 by David C.
Architect’s Report: Rebecca Arnold – A&S reported:
DuBois & King have set in their revised estimate for the new revised Scope of Work. Engineering
Ventures will have theirs in by end of next week.
What is the status of repairs? Sandy G. responded that Anne Z. is coordinating the following repairs
with Butch Maxham; patch slate roof on northwest corner, patch soffit areas where birds are getting
in, patch where siding fell off over front door. Anne will be renting a lift to accomplish these patches.
Budget allowance is $5,000.
Bid docs due by July 30,2025. Hope is to go out for bid and get “pre-timber framing” work started that
can happen off-site in order to spend down $20,000 (VT Hist Pres Grant funds) by mid-Sept so the
Town can apply for the next round of VT Hist Pres Grants due soon after that date. Mary H. is tracking
this grant possibility.
3. Bruhn Grant Status Update – Jenna L., Preservation Trust VT: No report. Reminder from last
meeting: Jenna L. stated there has been no recent notification about the grant. “No news is
good news”. The Committee agreed to have Jenna swop projects as an administrative task.
This will add time to allow our Project to happen.
4. Town Financial Report: $223,073.31 (includes designated ARPA funds & voter’s $150,000).
5. Other Grant Status Reports:
• Mary H. is tracking the Anonymous Community Challenge Grant.
6. Northern Borders Regional Commission (NBRC) Grant Update;
• Update as of 6/10/25: Sue A. has successfully uploaded the following required documents to
the NBRC GMS: 1. Form 1002 – Certification of Committed Match & Cost Share; 2. Amendment
to Scope of Work describing the new project priorities of #1 Foundation & Stabilization, and #2
1st Floor usable as Community Event Space. The second floor completion is on hold ; 3. HUD
Form-424-CBW Revised Budget to reflect new Project Scope of work.
7. South Hero Foundation (SHF) Report: Further discussion about the community event “Paint-A-
Panel” and re-setting a date to later this summer. No date was chosen. will see where we
are at the next meeting.
JULY 4th Parade : Any interest in doing a Meeting House float? Any volunteers to work on this?
Somebody tackle this please! Could advertise the Paint-A-Panel event!

8. Project Updates: Build Committee: Bid Out Target Date: Aug 1st. Goal is to get “Preparation
Timber-Framing” started as soon as possible and payout the $20,000 VT Hist Pres Grant so the
Town can apply for the next round of grants.
9. Old Business:
A. Brownfields: Town Maintenance
• Northwest Regional Planning Commission (NRPC) is overseeing the testing. Here is the KAS
schedule for the final round of testing soil & groundwater:

Meeting House project.

Work Plan / SSQAPP Regulatory Review / Approval: By 7/7/2025
Drilling / Soil Sampling: By 7/25/25
Groundwater Sampling: By 8/1/25
Data Review / Evaluation of Corrective Action Alternatives / Reporting: By 8/29/25
Report Regulatory Review / Approval: By 9/29/25
Corrective Action Plan (CAP) Preparation: By 11/10/25
CAP Regulatory Review / Approval: 12/10/25
30-Day CAP Public Comment Period: 1/10/26
I’ve accounted for up to 30-days for each regulatory review period, which is standard for these
projects. However, we may save some time on the schedule if this review time is shortened.

• Asbestos clean-up: URGENT: Sue A. has still NOT heard from the 3 places she contacted for
estimates. Immediate follow-up is needed.
10. New Business: Motion by Michael C. to pay Invoice #302, 6/2/25, from Harwood Consulting in
the amount of $510 for work done on Town grants for this project. Second by Pamela S., the
vote was unanimous. David C. will hand Town Treasurer the approved invoice.
