Selectboard Minutes
Special Meeting of Monday January 3, 2022 at 6:00 PM
At South Hero Town Hall and via Zoom

Board Members Present: David Carter/Chairman, Skip Brown/Board Secretary, Ross Brown/Vice Chairman,
Anne Zolotas, Chuck Hulse
Board Members Not Present: none
Others Present: Kim Julow, Town Clerk/Treasurer, Martha Taylor-Varney, ZA. Also see sign in sheet of in person and active Zoom participants. Attendance SB 01-03-2022

1. Called to Order:
-The meeting was called by Chairman Carter at 6:00 pm

2. Adjustment to Agenda:
-Move discussion of fire truck to the beginning of New Business

3. Public input:
A. Bob Pekar Zoomed in to question why South Hero does not have a Town wide mask mandate. The Town has a policy whereby masks are required in Town Hall and encouraged in all other indoor spaces. It is up to each vendor to decide if they require masks.

4. New Business:
A. Patrick Robinson and Matthew Reed of the SHVFD and Garth Brooks of E-One were present to discuss the proposed new fire truck. Prices are going up and it is prudent to order it soon to lock in the current price. There will be an article for a new fire truck at Town meeting. More info to follow when the articles are finalized.
B. The general Town and Highway budgets are almost complete. They will be finalized for the Town report.
C. The articles for Town report were discussed. The wording will be finalized this week and will be discussed at the next meeting.
D. It is still unknown if the Town Meeting informational session will be in person, or Zoom only, or a hybrid. More info to follow as guidance from the State is disseminated.

5. Administrative Assistant Report:
A. none at this meeting

6. Announcements and Communications:
A. The State has sent a letter that the Common Level of Appraisal (CLA) is 88.32%. That means that the average assessed value of properties that sold are about 88% of what they actually sold for. This may be an anomaly last year due to the surge in high priced homes that sold due to the Covid migration.

7. Other Business:
A. Anne Zolotas made a motion to approve and sign orders 22-14 and to pay the bills associated with the orders. The motion was seconded, all in attendance so voted and the motion carried.
B. Road Department update: the old plow truck was sold for $16,000.00 and the funds will be deposited in the Road Dept. equipment replacement fund.

8. Adjournment:
-Skip Brown made a motion to adjourn 8:03 pm. The motion was seconded, all in attendance so voted and the motion carried.
