MINUTES
7:00 p.m. Hearing: 17-55-MR008/Joshua Goodrich – Sketch Plan Review:

C. Motions
a. The hearing was opened by Bob Krebs at 7:02 p.m.
b. Paula Delano read the warning published in The Islander on 5/30/17.
c. Paula Delano gave the oath.
d. Sherry Corbin made a motion to enter the letter from Joshua Goodrich, dated June 14, 2017, requesting a waiver from showing the boundary district s Exhibit #1. The motion was seconded by Ross Brown. All so voted to approve.
e. Sherry Corbin made a motion to approve this request as a minor subdivision and to move to final plat. The motion was seconded by Ross Brown. All so voted to approve.
f. Bob Krebs closed the hearing at 7:20 p.m.
D. Discussion
a. Tim Maxham recused himself and Bob Krebs chaired the hearing.
b. Joshua Goodrich said that he would like to build a three bedroom house and garage on a 2.23 acre lot which will be subdivided from a 10 acre lot owned by Christopher and Tammy Dubuque.
c. Bob Krebs stated that while the site plans were drawn up by Krebs and Lansing and this was his company; he has not been associated with the company for 15 years.
d. Joshua Goodrich provided 2 plats. One showing a boundary line adjustment created by Krebs and Lansing. The other plat shows the subdivision and was created by Buermann Engineering.
e. The boundary line adjustment is between the Christopher Dubuques and the Everett Dubuques. The boundary adjustment will not take place until the subdivision is approved. However, they will both be on the same deed.
f. Wastewater permit has been applied for.
g. South Hero has approved an access permit for the driveway off South Street.
h. There are no conditions on the previous subdivision that need to be considered.
i. Paula Delano read the letter from Joshua Goodrich requesting a waiver for showing the boundary of the district.
j. Bob Krebs closed the hearing at 7:20 pm.
7:00 p.m. Hearing: 17-68-SB031/M. Hopwood – Conditional Use Review:

a. The hearing was opened by Tim Maxham at 7:22 pm.
b. Paula Delano read the warning published in The Islander on 5/30/17.
c. Tim Maxham gave the oath.
d. Ross Brown made a motion to enter the letter from Pat Corbin dated 6/14/17, stating that parking is not allowed on the ROW as Exhibit #1. Sherry Corbin seconded the motion. All so voted to approve.
e. This is a conditional use request rather than a request for variance since the proposal will reduce the degree of non-conformity.
f. Tim Maxham closed the hearing at 7:47 p.m.
D. Discussion
a. Tim Maxham rejoined the Board for this hearing and the rest of the meeting. Liza Kilcoyne left the Board and joined the audience.
b. Michael Hopwood said he a seasonal camp oat 31 Sunset Beach Rd. It is an existing 3 bedroom camp. They would like to rebuild it. The camp currently does not meet lake and side property setbacks and is non-conforming.
c. The proposed camp will be kept basically the same footprint, but will be moved back from the lake a bit. This will mean that the building will met the 75 ft setback from the lake. It currently is approximately 63 ft from the lake to the steps.
d. There are several camps on the road which are tightly packed. By moving his camp back, he preserves the views of his neighbors.
e. The wall on the side facing the lake will be at ground level and at least 75 ft from the lake.
f. The existing camp is about 1533.5 square ft. The proposed camp will be about 1306.5 square feet, thus reducing the degree of non-conformity.
g. The deck will be moved to the road side of the camp and this will not cause the camp to be non-conforming on the road side.
h. The camp will continue as a single story seasonal camp.
i. The camp will be built on a slab.
j. The septic tank will have to be moved in order to allow for the porch on the road side of the camp. The septic tank goes to a sand filter which is permitted.
k. Martha made a note in the file that she had a conversation with Don Smallwood about parking on the Sunset Beach roadway which is actually a Right of Way over the Corbin land.
l. A letter from Pat Corbin, dated 6/14/17 and received 6/14/17, was read into evidence. It asked that there be no parking on the road/ROW. That the residents of Sunset Beach Rd park on their own property.
m. Tim Maxham closed the hearing at 7:47 p.m.

a. The meeting was called to order by Tim Maxham at 7:00 p.m.
b. Motion was made by Liza Kilcoyne, seconded by Nate Hayward, to approve the May 24, 2017 minutes as corrected. All so voted to approve.
c. Motion was made by Paula Delano, seconded by Liza Kilcoyne, to adjourn the meeting at 8:15 pm and go into a deliberative session. All so voted to approve.
D. Discussion
a. Tim Maxham opened the meeting at 7:00 pm.
b. The Board members introduced themselves.
c. Bob Krebs took over as chair for the first hearing when Tim Maxham recused himself. Tim rejoined the meeting at 7:21 pm to chair the rest of the meeting.
d. Liza Kilcoyne left the board at 7:21 pm and rejoined the meeting at 7:48 pm.
e. Bob Krebs left the meeting at 8:00 pm.
f. There were no changes to the agenda.
g. The minutes of the May 24, 2017 meeting were discussed. Corrections were made.
h. There was no public input
i. Administrator’s Report
i. June 28th there will be 2 hearings (final plan and request for variance) and 1 deliberation
ii. July 12th there will be a 3 lot sub-division hearing and 2 deliberations.
iii. August 9th tentatively there will be a Site Visit at 6 pm and at 7 pm there will be a hearing (site plan and conditional use review).
iv. Martha attended the Spring VLCT planning and Zoning on June 14th.
