WASTEWATER COMMITTEE

MINUTES OF A MEETING  ON MAY 22, 2023

The chair called the meeting to order at 4:30 PM

 

Northern Borders Regional Commission (NBRC) grant status:

Peter is working with Andy Julow of the Lake Champlain Islands Economic Development Corporation to write the grant application including getting letters of support from area businesses.  They anticipate fierce competition for this grant.

 

Andy recommended that So Hero also apply for an ACCD Vermont Community Recovery and Revitalization Program grant.  Nate made a motion to recommend the Select Board apply for the VCD grant, 2nded by Bob K.  Peter, Bob K, and Nate voted Yes, Bob B voted No.  Motion passed.

 

Revised Otter Creek and Northwest Regional Planning Commission (NRPC) contract agreements and Lake Champlain Islands Economic Development Corporation (LCIEDC) agreement:

Otter Creek and NRPC support for unplanned activities have resulted in increased costs for this feasibility study.  They are requesting an increase in funding to support their efforts for the additional test sites, additional archeological work, and additional project management .  The Otter Creek contract adjustment request is for an increase of $54,775 to a new total of  $89,665.  The NRPC adjustment request is for an increase of $9,320 to a new total of $18,550.  In addition, LCIEDC has proposed a contract tosupport grant application efforts for a maximum amount of $2,500. These increases and the LCIEDC costs should be covered by the existing state revolving fund loan.

Bob K made a motion to recommend to the Select Board approve the contract revisions of up to $89,665 for Otter Creek, $18,550 for NRPC,  and the LCIEDC contract for up to $2,500, all subject to a revised forgivable loan agreement, and to amend the revolving loan to cover the increased costs.  All voted yes.

 

 

 

Test Pit Status:

The test pit process has been revised so archaeological team can perform physical clearing on the actual sites (original plan had been assuming a paper review).  Draft plan is to meet on site with the landowners to stake out locations in the first two weeks in June.
