SOUTH HERO PLANNING COMMISSION MINUTES November 19, 2025

6:01PM – D. Roy called the meeting to order.
Changes to the Agenda
There were no changes.
Public Comment
No public attended.
Old Business
- Final Draft – Definitions: The Commission gave Martha copies of final definitions of Building Height and Alteration of Existing Grades. These will be reviewed for comments by the Development Review Board.
- 1st draft review – Change to measuring setback distances from structures: Roy will work on correcting Figure 2.2 (graphic showing where to measure). Martha will make corrections to all pages related to setbacks and send them to the Commission members before the Dec. 3 meeting. J. Falcao will see how other towns define this in their regulations.
- South Hero Scoping Study update: Tentative date for the next public meeting is January 12, 2026.
Approve Meeting Minutes for November 5, 2025
J. Falcao moved to approve the minutes of the November 5, 2025 PC meeting; D. Bedard second. All in favor.
Administrator’s Report
Martha will be attending the Zoning Roundtable, hosted by Northwest Regional Planning C0ommission, on Thursday, November 20 in St. Albans. Materials from the meeting will be made available for distribution to the Commission at the Dec. 3 meeting.
Announcements
Meeting House – No report.
Town Office – The Town Office received conditional use and site plan approval from the DRB on November 12. Although it meets the requirements of the Development Regulations, the DRB has concerns that there is not enough parking proposed, and members will attend the Selectboard meeting on November 24 to discuss with the board members.
Next Meeting
The next PC meeting is December 3, 2025 at 6PM at the Town Office.
