Selectboard Minutes
Regular Meeting of Monday September 22, 2025 at 7:00 PM
At South Hero Town Hall and via Zoom
Board Members Present: David Carter/Chairman, David Lane/Vice Chairman, Skip Brown/Board Secretary, Steve Robinson, Anne Zolotas
Board Members Not Present: none
Others Present: Sue Arguin, TA., Everett and Ethelyn Dubuque. No Zoom attendees.
1. Called to Order:
– The meeting was called to order by Chairman David Carter at 7:00 pm.
2. Adjustment to Agenda:
– none
3. Minutes:
-Steve Robinson made a motion to approve the minutes of September 8, 2025. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. David Carter had 3 items to discuss:
-Members of the State cabinet and NPPC will be in South Hero for “Government in the Islands” on Thursday at 11:00 am to discuss and tour the Lavin property.
-There is a state wide drought, and no burn permits may be issued until further notice. The State is also collecting drought information on the State “Drought Reporter Site” page.
-FEMA has suspended all grant opportunities for the time being. This will continue until more information comes from the federal government.
B. Luke Tremble thanked the Board for the paving project on Kibbe Point Rd. It was completed today and is a huge improvement. But, Anne Zolotas has already heard from a resident concerned with speeding on the newly paved road. Perhaps new speed limit and curves ahead signs should be installed. The Sheriff will be asked to patrol the road more often.
5. New Business:
A. Regarding the Old South Hero Meeting House project, 2 bids were received and the committee is studying the proposals. The dollar amounts are very close, but there are questions on how well the proposals meet the specifications in the bid documents. There will be more information as it becomes available. If a special Selectboard meeting is necessary, it will be warned as needed.
B. Skip Brown made a motion to approve and have the Board sign a municipal resolution “Authorizing the Town of South Hero to apply to the Vermont Housing and Conservation Board Grant for the $100,000 for preservation and revitalization of the 1816 Old White Meeting House.” The motion was seconded, all in attendance so voted and the motion carried.
C. Everett and Ethelyn Dubuque were present to discuss a possible new Granny’s Attic building. A possible location is on the lot that CIDER owns on the former Lavin property. Everett asks if the Town would contribute labor to help excavate and spread gravel. Since no plans as to what size and type of building are currently available, it was suggested that when plans are available and all permits are in the works, that he come back to the Board with specifics. Ethelyn discussed that the current Granny’s Attic season is slower than in the past, but she notes that there is distinct slowdown of Canadian visitors this year.
D. Anne Zolotas made a motion to approve and sign the Errors and Omissions document as presented by the Listers for a trailer that was sold at lot DW003 at Apple Island Resort. The motion was seconded, all in attendance so voted and the motion carried.
6. Town Administrator (TA) and Zoning Administrator (ZA) Reports:
A. No ZA report attached this week.

9. Other Business:
A. Anne Zolotas made a motion to sign the orders 26-07 and have the Treasurer pay the bills as presented on the orders. The motion was seconded, all in attendance so voted and the motion carried.

D. Road Department update: The paving on the remaining dirt roads has started. The fire truck has been consigned to a company called Garage. When the new town park is ready to be excavated, the road crew will do the work. It needs to be staked by others out where the specific area is, as was presented in the plans to the DRB.
E. Lister Updates: The Town wide re-appraisal process will begin soon and a letter will be sent to homeowners when inspections will begin in their area.

10. Adjournment:
