Selectboard Minutes
Regular Meeting of Monday November 10, 2025 at 7:00 PM
At South Hero Town Hall and via Zoom
Board Members Present: David Carter/Chairman, Skip Brown/Board Secretary, Steve Robinson, Anne Zolotas
Board Members Not Present: David Lane

1. Called to Order:
– The meeting was called to order by Chairman David Carter at 7:00 pm.
2. Adjustment to Agenda:
– Due to the weather a few people won’t be able to attend the meeting.
3. Minutes:
-Steve Robinson made a motion to approve the minutes of October 22, 2025. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. None
5. New Business:
A. Peter Zamore of the Wastewater Committee was present via Zoom to update the Board on the project.
-There has been little progress since the purchase of the former Lavin property.
-The preliminary engineering report from Otter Creek is still not totally complete.
-Wetlands delineation will occur in the spring.
-When new test pits will be dug, archeological reports are not longer needed.
-There are still funds left unspent from the existing grants. These funds will probably be used up with new test pits and any future engineering reports. The remaining funds will probably not be sufficient for designs after the reports are complete, so new grant funding will be explored.
-Fire District #4 is at capacity and no more water hookups are available now. The committee has met with their Board to discuss that they look into grants for water system upgrades that my boost capacity.
B. Anne Zolotas made a motion to approve and have the Board sign the contract from Vermont Heavy Timbers for work on the Old South Hero Meeting House. The motion was seconded, all in attendance so voted and the motion carried.
C. Members of South Hero Rescue submitted a level funded budget request at $115,000.00. Note that the ambulance that was ordered a few years ago should be ready by the summer of 2026.
D. Members of the South Hero Bicentennial Museum Committee submitted a level funded budget request at $6500.00. Note that 2026 will be the 50th anniversary of the Museum and that more information will follow about any special celebration.
E. UVM Home Health and Hospice presented a level funded budget request at $9500.00.
F. John Beaulac of the Road Dept. submitted a budget request.
G. Steve Robinson made a motion to approve and sign the Errors and Omissions document as presented by the Listers for 2 properties that have had an increase in their appraisals. The motion was seconded, all in attendance so voted and the motion carried.
Additional budget requests:
-The Community Association for the Restoration of Its Neglected Gravestones (C.A.R.I.N.G.) presented a written budget request for $2000.00.
-The Champlain Islands Food Shelf presented a written budget request of $1500.00.
*Note that the budget requests will be included on the Town report and will voted on Town Meeting Day.
6. Town Administrator (TA) and Zoning Administrator (ZA) Reports:
A. No ZA or TA report attached this week.
7. Old and Ongoing Business:
A. none at this meeting
8. Announcements and Communications:
A. The upcoming Selectboard meetings for December will be on December 8 and a special meeting on December 15, as there will not be a meeting on December 22, 2025.
B. The letter written by the attorney to the Chagnon family re: Dubuque Lane was reviewed will be sent out.
9. Other Business:
A. Steve Robinson made a motion to sign the orders 26A-08, 26-10 and 25010 and have the Treasurer pay the bills as presented on the orders. The motion was seconded, all in attendance so voted and the motion carried.
B. Town Clerk/Treasurer updates: none at this meeting
C. Recreation Commission (RC) update: See https://southherovt.org/rec/ for more info.
D. Road Department update: The ROW and small portion South Hero Land Trust property at the corner of East Shore and Landon Rds. was staked off about mowing for sight lines at the intersection. The fire truck has been consigned to a company called Garage. It is under negotiation but has still not been sold. If not sold as a result of this negotiation, the truck will be advertised locally and sealed bids will be requested by the Selectboard.
E. Lister Updates: The Town wide re-appraisal process has begun soon and letters have been sent to homeowners when inspections will begin in their area. There will not be any inspections in December.
F. Lavin Property updates: See above.

H. Tree Warden Update: 7 large poplar trees at the South end of South St. are in the Town ROW and also under the power lines. VEC will contract the removal to DJ’s Tree Service. Skip Brown made a motion to pay VEC $1500.00 toward the removal of the trees. The motion was seconded, all in attendance so voted and the motion carried.
I. Steve Robinson made a motion to go into executive session at 8:10 pm to discuss personnel and salary issues. The motion was seconded, all in attendance so voted and the motion carried. A motion was made and executive session ended at 9:02 pm. No action was taken after the executive session.
10. Adjournment:
-Skip Brown made a motion to adjourn at 9:03 pm. The motion was seconded, all in attendance so voted and the motion carried.
