Selectboard Minutes
Regular Meeting of Monday June 22, 2026 at 7:00 PM
At South Hero Town Hall and via Zoom

Board Members Present: David Lane: Vice-Chairman, Skip Brown: Board Secretary, Steve Robinson, Anne Zolotas
Board Members Not Present: David Carter: Chairman

1. Called to Order:
– The meeting was called to order by David Lane at 7:00 pm.

2. Adjustment to Agenda:
– none

3. Minutes:
-Steve Robinson made a motion to approve the minutes of June 8, 2026. The motion was seconded, all in attendance so voted and the motion carried.

4. Public input:
A. none

5. New Business:
A. Ethelyn Dubuque and Bev Blakely were present to discuss Granny’s Attic. The charity thrift shop has been using the former red fire station and a tent the last 2 years. They hope to move to a new location on Lavin Lane, but that lot is set back from Route 2. They ask if they can have signage to advertise the move and current fundraising updates on the Town owned lot that faces Route 2. Steve Robinson made a motion to allow Granny’s Attic to erect a sign on the Town owned Lot 1 at Lavin Lane. Note that the sign will meet all current zoning criteria. The motion was seconded, all in attendance so voted and the motion carried.
B. Cody Fiala and Natalie Kendrich are employees of Folsom School. They ask if the Town employees who live out of South Hero can purchase Town beach passes at the South Hero rate, which is currently $5.00. The Board thinks that this a good idea. Anne Zolotas made a motion to allow Folsom School employees to purchase Town White’s beach passes at the current rate. The motion was seconded, all in attendance so voted and the motion carried.

6. Town Administrator (TA) and Zoning Administrator (ZA) Reports:
A. No written report this meeting
B. Anne Zolotas made a motion to appoint Joan Falcao to a 3-year term to the Planning Commission. The motion was seconded, all in attendance so voted and the motion carried. Note that there are still open positions that will be advertised to fill the PC.
C. Sue Arguin noted that well testing at the former landfill was completed and testing of private wells will be done soon.

7. Old and Ongoing Business:
A. Anne Zoltatas brought up the July 4 parade:
-The Grand Marshalls have been chosen.
-The field at the corner of Landon Rd. and South St. has been brush hogged once and will be done again when it dries out.
-The parade theme of “We the People” seems appropriate for the 250th anniversary of the Declaration of Independence.

8. Announcements and Communications:
A. Skip Brown made a motion to approve and sign the Sullivan and Powers PC, contract as the auditors for the Town. The motion was seconded, all in attendance so voted and the motion carried.

9. Other Business:
A. Steve Robinson made a motion to sign the orders 26-25, 26-26, 26-26A and 26-26B and have the Treasurer pay the bills as presented on the orders. The motion was seconded, all in attendance so voted and the motion carried.
B. Town Clerk/Treasurer updates:  Treasurer Kim Julow presented a letter regarding the banking change from TD Bank to People’s Trust. See attached *  Steve Robinson made a motion to allow the switch from TD Bank to People’s Trust and to have the Treasurer apply for a $1,000,000.00 Bond Anticipation Note (BAN) from Peoples Trust.  The Treasurer will use it to pay off the current BAN from Community Bank.  She may also apply for another $1,000,000.00 BAN, if necessary.  The motion was seconded, all in attendance so voted and the motion carried.

D. Road Department update:
-Closing out the DRB permit for the salt shed has been ongoing slowly. There are still conditions that have to be met. These include remediation of the soils under the former salt pile, planting trees for screening and fencing installed. Anne Zolotas stated that the Road Crew is aware to this and will get to it when they are able. DRB member Doug Patterson said that the building was dedicated in the Fall of 2024 and that this work needs to be completed in a timelier matter.
-Doors and heat to the north shed are planned.
-All roadsides have been mowed once.
-The insurance payment of the car that crossed the center line and hit the Town truck is covering the expenses.
E. Lister Updates: Grievances are being presented to the Listers on Tuesday June 23.
F. Old South Hero Meeting House (OSHMH) update: The building has been moved to the north to fix the foundation and to excavate the contaminated soil.
G. Lavin Property update: A community walk of the property was on June 20. Approximately 12 people took part. The ground was wet and not all of the property could not be walked. David Lane will brush hog paths when the ground dries out.
-Additional test pits were dug today.
H. Town Hall Committee update: See https://southherovt.org/town-office-building-committee/
I. Tree Warden Update: Dying ash trees along the Route 2 ROW are not the responsibility of the Town. Each landowner will have to decide what to do with them, but Anne will talk to State Road Commissioner Joe Flynn.
J. New Town Park updates: The parking area has been staked out.
K. Liquor License/Mobil vendor applications: none at this meeting

10. Adjournment:
-Steve Robinson made a motion to adjourn at 7:57 pm. The motion was seconded, all in attendance so voted and the motion carried.
