Regular Meeting of Monday July 13, 2026 at 7:00 PM
At South Hero Town Hall and via Zoom
Board Members Present: David Carter: Chairman, David Lane: Vice-Chairman, Skip Brown: Board Secretary, Steve Robinson, Anne Zolotas

1. Called to Order:
– The meeting was called to order by David Carter at 7:00 pm.
2. Adjustment to Agenda:
– Add sign contract for Grand Isle Sheriff
3. Minutes:
-Steve Robinson made a motion to approve the minutes of July 13, 2026. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. none
5. New Business:
A. Anthea Dexter-Cooper of RunVT was present to discuss the Island Vines 5K and 10K race that will be held at Snow Farm on Sunday September 20 between the hours of 9:00 am-11:00 am. This will be the 13th Island Vines event and will be similar to the past events. Anne Zolotas made a motion to agree to the running of the Island Vines race on Sept. 20, 2026. The motion was seconded, David Lane abstained and the others voted in the affirmative. The motion carried.
B. Guy Maguire of South Hero Land Trust (SHLT), Molly Varner of Grand Isle NRCD, and Josh Serpe of Friends of Northern Lake Champlain (FNLC) were present to discuss the South Hero Town Beach Shoreline Stabilization project. Many trees near the beach have been removed and several remaining ones are in poor condition. The Town, with the help of the above entities, have been collaborating on a solution to stabilize the shore to prevent erosion. The project will be funded by grants. There has had public input over the past year and a final draft is now ready. See Attached *2026-06-12_SHeroTownBeach. Anne Zolotas made a motion to accept the South Hero Town Beach Shoreline Stabilization project as shown in the final draft plans of 6/12/2026. The motion was seconded, all in attendance so voted and the motion carried. Note that an installation and maintenance agreement was presented and will be discussed at the next meeting.
6. Town Administrator (TA) and Zoning Administrator (ZA) Reports:
A. none at this meeting
B. Marian Fritz has attended a Planning Commission (PC) meeting and the current PC members have recommended her to join the Commission. David Lane made a motion to appoint Marian Fritz to the PC for a 3-year term. The motion was seconded, all in attendance so voted and the motion carried.
7. Old and Ongoing Business:
A. David Lane made a motion to approve and sign the Grand Isle Sheriff contract as budgeted. The motion was seconded, all in attendance so voted and the motion carried.
8. Announcements and Communications:
A. None at this meeting
9. Other Business:
A. Steve Robinson made a motion to sign the orders 27-03 and have the Treasurer pay the bills as presented on the orders. The motion was seconded, all in attendance so voted and the motion carried.
B. Town Clerk/Treasurer updates: Town Clerk/Treasurer updates: Tax bills are ready and will be mailed this week.

D. Road Department update:
-A culvert on West Shore Rd. by the Roy March Trail has been replaced
-Mowing of the roadsides is ongoing.
-Ron Phelps mentioned that trees are encroaching over South St. to the south of Martin Rd. Anne said that she will talk to the Road Crew about trimming back the overgrowth. Ron also mentioned a dip in the road near a culvert that will be looked into.
-Prices for the doors and walls to enclose part of the Salt Shed will be presented at the future meeting.
E. Lister Updates: Appraisals are ongoing
F. Old South Hero Meeting House (OSHMH) update: The building has been moved to the north to fix the foundation. A new foundation has been poured, will be backfilled and will be sheathed in stone. When that is complete the building will be moved back to the original location.
G. Lavin Property update: Wetland mapping is continuing. The land has been mowed. See the info on the Town Website.
H. Town Hall Committee update: See https://southherovt.org/town-office-building-committee/ The roof is almost complete and interior work is continuing.
I. Tree Warden Update: Dying ash trees along East Shore Rd. behind the mailboxes at Windridge Lane that were originally thought to be outside of the Town ROW have been remeasured. They are in the ROW and will be removed when the next wave of tree work is being scheduled.
J. New Town Park updates: The parking area has been staked out and the land is being mowed.
K. Liquor License/Mobil vendor applications: none at this meeting
10. Adjournment:
-Steve Robinson made a motion to adjourn at 8:07 pm. The motion was seconded, all in attendance so voted and the motion carried.
