Selectboard Minutes
“5th Monday” Meeting of Monday November 29, 2021 at 6:00 PM
At South Hero Town Hall and via Zoom

Board Members Present: David Carter/Chairman, Skip Brown/Board Secretary, Ross Brown/Vice Chairman,
Chuck Hulse, Anne Zolotas
Board Members Not Present: none
Others Present: Martha Taylor-Varney, ZA. Also see sign in sheet of in person and active Zoom participants. Attendance SB 11-29-2021

1. Called to Order:
-The meeting was called by Chairman Carter at 6:00 pm

2. Adjustment to Agenda:
-Add to New Business: Discuss proposing cannabis zoning regulations

3. Public input:
A. Sandy Gregg presented a draft of a municipal resolution for support of a grant application. After discussion, Ross Brown made a motion to approve and have the Board sign the edited municipal resolution for the Preservation Trust grant application for foundation work to the Old White Meeting House. Municipal Resolution-Paul Bruhn Grant Nov2021.#2 (2) The motion was seconded, all in attendance so voted and the motion carried.

4. New Business:
A. Peter Zamore of the Town wastewater committee presented info on what the committee has been working on. There is a consensus to focus on wastewater opportunities in the Keeler Bay and South Hero villages. There is a Clean Water State Revolving Fund loan of up to $125,000.00 that is 100% forgivable. Northwest Regional Planning (NRPC) is helping with the process and their fees are able to be paid from the funding if it is secured. Ross Brown made a motion to accept the proposal for NRPC FEES FOR SOUTH HERO WASTEWATER PRELIMIMARY ENGINEERING SUPPORT SERVICES, as updated on 11.21.21 in the amount of $9230.00. See attached NRPC Wastewater Consulting Proposal. The motion was seconded, all in attendance so voted and the motion carried.
Also, Ross Brown made a motion to appoint Bob Krebs to the Town wastewater committee. The motion was seconded, all in attendance so voted and the motion carried.
B. Martha noted that the fence regulations on the zoning bylaws are a little confusing. The Planning Commission (PC) is working on new language. There was a discussion of whether the fence regulations should be in the zoning bylaws or treated as an ordinance. More information will be discussed when the PC has finalized the wording on fence regulations.
C. The Village Center Designations are to be updated every 5 years. No changes in the boundaries are anticipated, but the names of businesses that have changed will need to be updated. The deadline for updates is May 15, 2022. Sandy Gregg of the PC will be working on the re-designation.
D. The Town voted to allow cannabis retailers and integrated licensees in South Hero during the March 2021 Town Meeting. There was a discussion on whether to add any cannabis regulations to the zoning bylaws. The consensus of the Board is that no extra regulations are necessary, as the State will have regulations that any cannabis entity will have to follow and that the existing bylaws should cover any conditional use procedures.

5. Other Business:
A. Painting of yellow center line and white fog lines on the new Town paving were discussed. It appears that supply chain issues have delayed any line painting and that it now too cold for painting. It should occur in the spring. A discussion of whether all Town paved roads should have some painted lines will be discussed in the future.

10. Adjournment:
-Anne Zolotas made a motion to adjourn 7:30 pm. The motion was seconded, all in attendance so voted and the motion carried.
